Commissioners table US Stone quarry permit after safety and traffic concerns

The Lyon County Commission on May 29, 2025, voted to table application Q2025-01, a request from leaseholder Ben Retter (US Stone) for an agriculture conditional-use permit to operate a quarry, after commissioners and nearby residents raised concerns about haul-route safety and traffic impacts.
Sam Seeley of Lyon County Planning & Zoning outlined the company's removal and reclamation plan and described possible haul routes. Commissioner Chris Bartel said he inspected the area and expressed safety concerns about the company’s recommended route (Road D), stating that "someone would end up getting hurt or killed using that minimum maintenance road due to the hill north of the turnpike." Resident John Ingold also raised worries about use of Lockerman Road and the company's safety protocols, and resident Mark Remmert, the only neighbor within statutory petition limits, said he was concerned about dust and traffic flow.
County counsel Monte Miller recommended the permit include a numeric cap on loads. Commissioners discussed adding a condition limiting hauling activity and asked the County Engineer to work with the Sheriff to conduct a traffic survey at the company's expense; commissioners indicated a tentative cap of no more than 10 loads per week as a starting point for conditions. The motion to table the permit for two weeks passed (Bartel/Peck 3-0) so staff could return with traffic-survey results and engineering recommendations.
The decision preserves the county's ability to set permit conditions: commissioners asked Planning & Zoning and the County Engineer to come back with more details on access routes, load counts, and safety mitigation before final action. No permit was approved at the May 29 meeting.
