Gumbart said the approach would start by identifying "the specific purpose behind each bylaw to provide a clear justification for its inclusion," then use that baseline to guide edits and to explain intent to applicants and the public.
Commissioners discussed tiered articles with progressive restrictions and clearer definitions, with several members supporting short-term fixes for a set of six bylaws listed in the meeting packet. Howard Beach recommended that two items — aquifer protection and floodplain provisions — be prioritized for immediate adoption because the work to finalize them was essentially complete, according to the packet discussion. Chair Brian Bosenberg asked for a concise, permanent one-page guidance sheet to aid staff and applicants through the updated permitting steps.
