Plan Commission approves master conceptual plan for parcels at Highway 165 and Highway 31

The Pleasant Prairie Plan Commission approved a comprehensive plan amendment (Res. 24-15) and a master conceptual plan for three parcels at the southwest corner of Highway 165 and Highway 31 during its public meeting. The plan proposes a 5,500-square-foot Rocket Wash car wash on a roughly 2.3-acre parcel and two future office/retail buildings on separate parcels of about 3.2 and 3.1 acres, respectively.
Rob, village staff presenting the item, said the 2023 traffic impact analysis prompted Wisconsin Department of Transportation recommendations, including a new roadway connection shown on the plan as 105th Street and lane adjustments at the Highway 31 approaches. "The DOT sent staff a letter, and it supports a new roadway connection at Highway 31, which would be 105th Street just south of Highway 165," Rob said. He told the commission the DOT anticipates those broader intersection improvements in the next "3 to 5 years."
The master plan includes parking and open-space expectations for each parcel: the car wash would have about 30 parking spaces and more than 44% open space; the 12,000-square-foot future office/retail building was described as having about 103 parking spaces; the 16,900-square-foot building would have about 94 spaces. The developer would be responsible for relocating the Kwik Trip southern access to connect to the proposed 105th Street and for constructing required sidewalk, stormwater basins and public improvements per village and DOT standards.
Next steps outlined by staff include submission of a certified survey map (CSM), engineering plans and a development agreement that will set developer responsibilities and required financial security. Staff also noted the property is located in TID 12 and the developers have requested village assistance for public-improvement construction; any assistance would require board approval and be documented in the development agreement.
The commission voted to approve both the comprehensive plan amendment and the master conceptual plan by voice vote.
