The superintendent said the Pueblo general counsel called the draft "a strong lease agreement," and noted specific negotiated points including language to permit a land-and-water-rights exchange of equitable market value and a lease payment structure the district had requested.
Board members asked about parcel ownership, parking liability and the timing of any land exchange; administration said the Pueblo will consider the lease at its October 2 council meeting and, if both parties sign, the district will submit the signed lease to PSFA to advance the project.
