A key point of debate centered on section 5: a five-year initial term (08/01/2025–07/31/2030) with a clause that "This lease shall be renewed for a renewal term of 99 years upon mutual agreement if land exchange cannot be completed within 5 years due to legal issues…" Board members asked counsel to draft more flexible language addressing mutual agreement, market-value swaps, and retention of district water rights; the board moved and carried a motion to have staff continue work on the red-line lease and return with revised language.
