Pleasant Prairie approves Cedar Ridge final plat and development agreement

The Village Board approved the final plat and development agreement for the Cedar Ridge subdivision (Phase 1), which includes 36 single-family lots, three outlots for stormwater management and measures to ensure public improvements are completed prior to final plat recording.
Rob described infrastructure and site requirements, including stormwater basins, tree preservation easements, sidewalks, sanitary sewer and water installation and an interim grading agreement allowing early sedimentation-basin work. He said outlot ownership will be structured so that lot owners hold a fractional interest in the larger outlots to avoid future maintenance and tax-delinquency problems. The developer's managing member, Wolf Korndorffer, told the board staff and counsel had worked through recent redline edits and that the documents included in the packet were essentially final.
Trustees asked about pond outflows, mechanisms for ensuring HOA maintenance and downstream conveyance; staff said easements and HOA responsibilities are in the covenants and that the village could step in and specially assess owners if HOA maintenance lapses. KUSD indicated that Prairie Lane Elementary, Lance Middle and Tremper High have capacity to absorb the projected students.
Motions to approve Resolution 24-33 (final plat and development agreement) and ordinances related to the comprehensive plan and zoning map amendment carried; the board approved an amendment allowing staff to finalize minor development-agreement edits prior to recording.
