County trustee: PILOT billing numbers are contract identifiers; assessor uses underlying parcel IDs

Regina Newman, County Trustee, explained the technical difference between the trustee's PILOT billing number and the assessor's underlying parcel ID and said the trustee's role is to set up billing for contracts, not to monitor PILOT compliance.
"The pilot parcel number is a number we assign," Newman said, adding that "the underlying parcel that goes into a pilot becomes exempt." She told members that exemption means the assessor does not reappraise exempt parcels and that the trustee's billing number functions as a contract or invoice identifier for one or more underlying parcels.
Newman said the trustee's office is implementing a new system to better match parcel formats with the assessor and that there is no centralized database in the county tracking extensions and historic amendments to PILOT contracts. Committee members said those technical gaps — billing identifiers, parcel-format mismatches and the lack of a dashboard tracking extensions — must be addressed to allow accurate analysis of PILOT impacts.
