Staff warns recurring tech and facility costs are rising; suggests tech levy

Staff and directors told the board that new and larger facilities increased custodial, insurance and maintenance costs, and that digital security systems carry ongoing license fees that materially affect annual expenses. The district's technical lead said, "Every camera requires a yearly license...the cameras alone I figured the cameras alone are an additional $30,000 a year," and emphasized that replacing digital cameras is much more expensive than older analog equipment.
Given those recurring costs, staff recommended considering a targeted technology levy or a multi‑year levy cycle that separately funds technology and capital needs so the general fund is not repeatedly tapped for recurring license fees and replacements. Trustees asked staff to include the levy concept and projected license/maintenance schedules in forthcoming budget documents so the board can evaluate the tradeoffs ahead of any public measure.
