Taylor council approves $675,000 road-fund transfer and adds millions to street contracts

Taylor City Council approved a $675,000 budget transfer on April 7 to shift funds from the major road fund to the local road fund to cover higher-than-expected costs for upcoming asphalt and concrete projects.

City staff member Jason explained the amendment as a fund-to-fund transfer designed to cover project-specific expenses: "the total amount of the transfer is $675,000 from the major road fund to the local road fund," he told the council, explaining the move is permitted under state rules and is net zero across the two road funds. Council members said similar transfers have occurred in prior years and the change does not increase overall city spending.

At the same meeting, the council also approved contract amendments to increase spending authority for current vendors working on city streets. The council adopted an amendment adding $425,000 in authority to Al's Asphalt, bringing its not-to-exceed total to approximately $4.87 million, and added $250,000 to the Audio Concrete Construction contract for concrete panel replacement (not-to-exceed $1.765 million). Funding sources listed for the increases included the local street fund, major street fund, and Taylor Building Authority resources.

Council members emphasized that most procurement items had been vetted at study sessions and through supporting documentation posted online. The council approved the transfer and contract amendments by voice vote as part of the regular agenda.
