Several residents raised questions about accessory dwelling units (ADUs), garage conversions, and how the city will ensure ADU parking and safety.
City Planner Catherine Gunther told the Zoom that an ADU permit requires the standard building approvals and associated parking: "If they're doing a garage conversion, then we're gonna be talking a lot about parking because they've just eliminated potentially 2 spaces by a garage conversion," she said. She added that work that adds a kitchen or plumbing will require permits and involve fire marshal review to ensure safe egress and fire separation.
Residents worried about enforcement and how the city would know where ADUs exist if owners converted garages without permits. Staff replied that permitted ADUs will appear in permitting records — "there won't be any secret" — but that ongoing code enforcement is largely complaint‑driven rather than proactive patrols. Staff said the city could monitor permitting data as ADUs are built and consider targeted neighborhood responses if parking issues arise.
The exchange underscored two tensions in the draft code: making ADU creation straightforward to increase housing supply while ensuring adequate off‑street parking and safety standards. Staff urged permit compliance and said safety reviews will be required for conversions that include sleeping areas, kitchens or plumbing.
