Council approves expanded use permit for Karma Restaurant & Lounge with extended hours, 13 conditions

The Hampton City Council voted to approve use-permit application 24-0489 for Karma Restaurant & Lounge to operate a Restaurant 3 at 85 and 87 Lincoln Street in the downtown DT1 district, allowing an expansion into the adjacent suite, live entertainment and a requested general hours schedule. Chief Planner Donna Whipple told the council staff recommended approval subject to 13 conditions, while the planning commission recommended approval with an amendment to allow Sunday–Saturday hours from 5 a.m. to 2 a.m. and a required updated security plan.
No members of the public signed up to speak on the item. Vice Mayor Brown questioned whether the applicant had completed additional security camera installation and noted concern about setting a precedent for extended late-night hours in a neighborhood. Brown said he would “support this” but voiced apprehension about the time. The council approved Option 2 (full extension of hours, Sunday–Saturday 5 a.m.–2 a.m.) with the acceptable security plan and the 13 conditions; Councilwoman Martha Mugler recorded the lone dissent. The motion carried with six ayes and one nay.
