Speakers push to include Woodstock Village Historic District and clearer demolition rules in bylaws

Several speakers asked that the draft bylaws explicitly acknowledge and define the Woodstock Village Historic District in the purpose and definitions sections so new readers and applicants understand the historic context the village seeks to protect. One commenter requested that the historic district name, its National Register status, and an explanatory purpose statement be embedded within the bylaws to educate the public and signal that the village values its historic character.

On demolition, commenters noted earlier drafts required a reuse plan for a site post-demolition and asked whether that requirement remained. One participant recalled language that required an applicant to prepare a detailed plan for reuse after demolition and asked staff to confirm whether that provision had been removed. Staff and other participants said they would review the demolition language and the cross-references to development-review provisions to ensure a forward-looking plan remains part of the review when appropriate.

Commenters asked the commission to add a clear definition of "demolition" and to restore or clarify whatever procedural step was intended to require a post-demolition plan or a design-review step for significant demolitions. The commission said it would review those cross-references and consider restoring or clarifying such requirements where legally appropriate.
