Staff said vendor lead times lengthened substantially this winter—orders that normally arrive in two days were delayed by weeks—and that multiple water-main breaks and repeated salting events have increased consumption. "Our responsibility is to make the streets drivable and safe," the DPW director said, explaining why staff sought the authority increase. The council approved the amendment by voice vote.
Councilmembers thanked DPW for extended operations and asked clarifying questions about temperature effectiveness and resource constraints; staff replied salt is less effective at very low temperatures (roughly 15 degrees referenced) and that tactical choices (blading without salting, tandem truck runs when available) are part of normal operations. The motion carried.
