Brooks County approves updated MOU to house inmates in Live Oak County

Brooks County Commissioners on Sept. 15 unanimously approved an updated memorandum of understanding (MOU) with Live Oak County to house Brooks County inmates when local capacity is limited.
Commander Jorge Esparza of the sheriff’s office told the court that "at the beginning the jail had a total of 34 inmates" and that some inmates were placed out for housing in Live Oak County; he said the MOU had existed in the past but needed updating. Commissioner Horacio Villarreal III moved to approve the MOU, and Commissioner Ernesto "Pepe" Williams seconded the motion, which passed on a unanimous roll-call vote.
The court record notes the MOU will be effective retroactively to when inmates were transferred; Esparza said the sheriff’s office expects to bring back inmates who can be held given current staffing levels. The agreement was described in court as an administrative contract to ensure housing capacity during operational needs.
The commission did not specify the length of the MOU or the daily per-inmate cost in the minutes; those details are on file with the sheriff's office and the county clerk.
