Dominique McKinney of the Mayor's Office of Innovation said the remaining Shelby Cares balance was already accounted for by a multi-year MOU with the University of Tennessee and transfers for FSA benefits. Director of Administration and Finance Audrey Tipton told commissioners the Treasury considers funds "obligated" when a contract or purchase order exists and that the finance report had shown balances that had no contracts at the time. Commissioners pressed for written accounting of encumbered and unencumbered balances; Commissioner Erica Sugarman requested a written list of encumbrances and available balances.
Commissioner Charlie Caswell moved to amend the resolution to identify the source of the $27,000 as unused jail-study funds (previously appropriated but not expended). The motion to amend carried and the resolution passed with that source identified in the final motion.
Commissioners asked the administration for an updated, written report of Shelby Cares encumbrances by district and project and for finance to clarify which balances are contractually obligated versus available.
