Council tables adoption of Transportation Element after presentation and public comment

Planning staff and consultant Charles Allen of Parametrix presented Midvale’s Transportation Element, which the planning commission recommended for approval. The element covers multimodal planning — walking, bicycling, rolling, transit and driving — and includes an Impact Fee Facilities Plan. Staff noted that under state law none of the seven roadway projects identified currently qualify for impact fees and that active-transport projects are not eligible for impact fees.
Council members raised concerns about congestion on the 7200 South corridor and the effect of TRAX crossings on traffic flow; Council Member Dustin Gettel also asked staff to explore timing and geometric solutions, and Council Member Bryant Brown asked whether raising TRAX could be considered in future amendments. After a resident in support of active-transport priorities spoke, Council Member Dustin Gettel moved to table Ordinance No. 2024-O-29; the motion passed unanimously by roll call. Staff will return with additional information and possible amendments for council consideration.
