During the public-comment period several Jordan Bluffs residents described chronic parking shortages, missing amenities and what they said was unresponsive developer conduct. Sarah Hammond told the council the development currently has 130 units with 40 more planned and fewer than 45 visitor parking stalls; she said assigned spaces are end-to-end, causing overflow and congestion, and residents pay about $200 per month in HOA dues for promised amenities that have not materialized.
"There are currently 130 units in their development, with 40 more units coming next year. For those 170 units there are fewer than 45 visitor parking spaces," Sarah Hammond said. Another resident, Tru Deniel, asked the city to review parking ratios, prioritize parking on undeveloped parcels, consider suspending construction-era towing that is now affecting residents, and explore parking-pass or diagonal-parking conversions. Council Member Dustin Gettel and other council members acknowledged the problem and said staff will examine potential remedies; no immediate regulatory action was taken at the meeting.
Residents said Holmes Homes’ attorney had instructed the developer not to meet with residents about these issues, which residents said obstructs informal resolution. Council Member Bryant Brown noted state law tends to provide protections to homeowners associations in disputes with residents, but councilmembers expressed sympathy and promised follow-up.
