Midvale to pass $196,976 in CDBG funds to RDA for home-repair loans

Midvale City voted unanimously to authorize a pass-through of Community Development Block Grant (CDBG) funds to the Redevelopment Agency (RDA) to support the RDA’s Home Repair Loan Program (HRLP). Meggie Troili told the council the city was awarded $100,000 for FY2025 and will roll over $96,976 in unspent FY2024 funds for a total of $196,976 to support home repairs for eligible Midvale households.
"On November 22, 2023, Midvale City applied for and was awarded $100,000 in Community Development Block Grant funding from Salt Lake County to support the Redevelopment Agency’s Home Repair Loan Program," Meggie Troili said. Troili and staff explained the RDA administers HRLP and contracts with NeighborWorks Salt Lake for implementation; because Salt Lake County reimburses grantees, the RDA will front the program costs and request reimbursement through the city. Council Member Heidi Robinson moved and the council approved Resolution No. 2024-R-53 by roll call vote, all ayes.
The pass-through sets the administrative path for the funds and requires the RDA to follow federal CDBG reimbursement procedures. Staff noted the RDA will request reimbursement from the city, which will request the same from Salt Lake County. The council’s action enables the RDA to proceed with HRLP underwriting and implementation.
