San Bruno adopts modest water/wastewater capacity fee increase, keeps most impact fees unchanged

ClearSource Financial consultant Terry Madsen and city staff presented the city's annual review of development impact fees and capacity charges and recommended only the wastewater and water capacity fees be adjusted by 2.65 percent for the coming fiscal year. The consultant said the regional construction cost index used to adjust development impact fees did not increase, so those fees were proposed to remain unchanged.
"For the most recent year, that regional construction cost index did not increase, so there is no change proposed to these development impact fees," consultant Terry Madsen said, and he added that the separate water and wastewater capacity fee index rose 2.65% so the council was being asked to adopt that adjustment effective Oct. 1, 2026. Council members asked clarifying questions about implementation and were told no additional council action would be needed before October; the council adopted the resolution updating the fees by unanimous vote.
