Neighbor who says his yard flooded urges fast action on Crestmore basin

At the public comment period for the Crestmore Fields study session, resident JD Voigt described repeated winter flooding that sent water from the site into his yard and broke his fence, and urged the council to prioritize safety for the hillside and nearby homes.
"On Christmas morning of 02/2025, I woke up to find my yard flooded, due to an overflow," Voigt told the council, noting he submitted photos and a complaint. He said temporary excavation and incomplete storm infrastructure have left neighbors exposed to runoff that has recurred in subsequent rain events.
Toll Brothers' project manager Maurice Coffin and staff said that the current pit is an unfinished excavation and that the basin needs to be enlarged and lined to meet regional treatment and safety standards. Coffin said temporary pumps were used during construction and "they couldn't keep up with the water" during heavy rain; he urged moving construction of the full basin forward so the problem is not repeated. Council members pressed staff and the project team for confirmation that the finished basin will reduce overflow risk and directed staff to confirm geotechnical findings and proceed with the basin agreement.
