Commission forwards $1.2M Abe’s Engineering contract for stormwater planning and MS4 compliance

The Public Works Committee approved forwarding a professional services contract in the amount of $1,200,000 to Abe's Engineering Inc. to support Shelby County's American Rescue Plan (ARPA) Water Infrastructure Grant work.
Chris Mason of Shelby County Engineering said the contract will fund an assessment of the county stormwater system, GIS updates and supplemental survey data, a county stormwater master plan, stream monitoring planning, an updated public information/education plan to meet permit requirements, and an update to the county stormwater ordinance to meet the MS4/Municipal Separate Storm Sewer System permit. "These services are part of the Tennessee Department of Environment and Conservation's American Rescue Plan Grant Program," Mason said, explaining $1,020,000 of state grant funds and a 15% local match of $180,000 will be used.
The committee recorded an affirmative tally and the administration recommended approval. Commissioners praised the selection of a locally owned minority business enterprise to carry out the work even though state grant rules limit local preference in award decisions.
