At the start of the work session the council read three proclamations:
- Council President Mary Baumgartner read the Indigenous Peoples’ Day proclamation, recognizing Oct. 13, 2025 and affirming the historical occupation of these lands and support for federal tribal recognition and anti-racist policies. - Mayor Rory Bioskowski read the National First Responders Day proclamation, designating Oct. 28, 2025 in West Linn and citing a Department of Homeland Security estimate that 4.6 million career and volunteer first responders support communities nationwide. - Councilor Leo Groener read a proclamation recognizing October 2025 as Filipino American History Month. Fel Nzaga Prelejera, president of the Filipino American National Historical Society (Oregon and Southwest Washington chapter), addressed the council and described the anniversary commemorated in the proclamation, saying she was “very happy this afternoon to witness the official start of the council’s important involvement in the waterfront vision planning process” and thanked the council for the recognition.
Those proclamations are ceremonial but were used to recognize local groups and invite continued community involvement in city initiatives.
