Joint session: Sustainability Advisory Board and council discuss fleet policy, LED upgrades and energy reporting

City staff and the Sustainability Advisory Board (SAB) met in a joint session to review consultant recommendations from Parametrics and identify priorities for the coming year.
Consultants outlined five near-term actions: adopt a policy for alternative-fuel vehicle purchases with cost–benefit analysis; incorporate sustainable building features into design and procurement for new public works and parks facilities; transition city facilities lighting to LEDs; evaluate HVAC upgrades and solar installations; and explore an energy-reporting requirement to establish a baseline for commercial building emissions. Rob Kugler of the SAB said one practical option was to begin with a basic energy-reporting requirement as a starting point: "That's an easy, not a very glamorous place to start, but it's a very important place to start." Council members supported pursuing certain items while cautioning that staff capacity and budget constraints would shape which actions are feasible immediately.
SAB members and councilors also discussed electric-vehicle charging—both public and private—and the idea of encouraging private providers (for example through conversations with large property owners or Electrify America related to a local Walmart) to expand fast-charging options in West Linn. The council asked staff to consider how to track LED replacement (for example via purchase orders) and to return draft language on commitments the council could make that avoid unworkable prescriptive mandates.
Next steps: staff agreed to compile prioritized recommendations and potential funding mechanisms for council review and to coordinate the SAB’s work plan with the council’s budget prioritization discussions.
