West Linn cuts proposed sanitary sewer development charge from $4,996 to $1,094

The West Linn City Council held a public hearing and voted to adopt an updated sanitary sewer System Development Charge (SDC) methodology and fee schedule on Sept. 8, approving resolution 2025-11 to implement a substantial reduction in the charge for new development.
Public Works Director Eric Glass explained the methodology update conducted with financial consultant FCS Group: because West Linn is largely built out and future demand on sewer infrastructure is minimal, the recalculated SDC for sanitary sewer would drop from $4,996 to $1,094 per equivalent unit. Councilor Bridal, moving the resolution, and staff clarified the city retains the ability to revisit fees if growth or annexation materially changes demand; Council then approved the resolution and an accompanying amendment to the master fees and charges (resolution 2025-12) by roll call.
