Resident Michael Hayes asked whether there is a time limit on affordability and warned that properties once described as affordable can later become market rate. Hayes asked, in effect, "Is there a time governor on these property—how long it's gonna stay affordable?" Assistant city counsel and staff explained that deed‑restricted units would typically come through density‑bonus requests and the city's inclusionary ordinance, and that affordability periods vary by tenure; counsel said affordability periods are "in the vicinity of 50 years."
Remote participant Nancy Long, who identified herself as a Venetia resident and air‑quality researcher, told the commission she was "very concerned because of the proximity of this property to Highway 780" and urged that air monitoring or mitigations (filtration) be considered to protect future residents. Staff and commissioners said project‑level environmental review (the EIR or subsequent analysis) would evaluate air and traffic impacts and that specific mitigation measures — including mechanical filtration and monitoring — could be required at the development stage.
