Stephanie Maroot said the council majority's behavior "reeks of corruption" and criticized individual council conduct; others, including Amanda Dayton (read into the record), said the town's withdrawal from the Virginia Main Street program resulted in a lost $15,000 grant. "The decision directly resulted in the loss of a $15,000 community... grant," a citizen letter read aloud said. Commenters asked the council to adopt a transparent, consistent public‑comment policy rather than ad hoc changes in speaking time. The council acknowledged the concerns and directed that a public speaking policy could be developed for a future meeting; a motion to add the policy as an immediate agenda item failed because it required a supermajority to amend the adopted agenda.
