Sharp disagreements surface as Purcellville council dissects draft strategic plan

The Purcellville Town Council spent a large portion of its July 22 meeting debating a draft strategic plan produced at a facilitator‑led work session. Council members split sharply over priorities including consultant use, utility fund structure, economic development and how the council scheduled and conducted the workshop.

Council member Rayner, who spoke at length, criticized past council choices and said the town must be careful with revenue proposals and consultant spending. "We've been told for years what we need to do, and you've ignored them," Rayner said, urging caution about spending on consultants when staff capacity is limited. Other council members, including a longtime critic of the majority, pushed back point‑by‑point, noting prior opportunities to act and questioning implementation of consultants' recommendations. Several council members referenced the town's withdrawal from the Virginia Main Street program and a forfeited $15,000 grant as part of the record of past decisions affecting the town's economic development opportunities.

The discussion included substantive questions about separating utility and general funds, possible third‑party billing options, prioritizing CIP projects such as a groundwater treatment plant, and whether to pursue regional transportation planning. Multiple members said they supported many of the plan's stated goals but expressed skepticism that the council majority would follow through. The council did not adopt the draft plan at this meeting; members directed further edits and prioritization work ahead of a future vote.
