The Purcellville Town Council voted July 22 to approve a right‑of‑way agreement conveying small guide‑wire easements on the Suzanne Kane Nature Preserve to Dominion Energy Virginia so eight utility poles and associated guide wires can be installed in the 21st Street right‑of‑way.
Andrea Boschovich, who introduced the item, told the council the existing poles run through a wetland area on the Catoctin Meadows homeowners association property and Dominion proposes relocating eight poles into the public right‑of‑way. Four poles require small guide‑wire easements totaling about 475 square feet. "Since they were moving those poles for the electrical lines, we requested that staff requested that they also put street lights on those poles," Boschovich said, adding the county will pay for the street lights as part of the nearby Route 690 interchange project.
Council members confirmed the easements are limited to guide wires and that the poles themselves will be located within existing right‑of‑way. Members also asked whether the fixtures would be dark‑sky compliant; staff said they would confirm the lighting specification and report back. After a procedural suspension to allow same‑night action, the council authorized the mayor to execute the right‑of‑way agreement with Dominion Energy.
