Planner Jordan Andrews briefed the commission on a zoning-termination determination tied to a 3-acre parcel subdivided from the Harris Teeter commercial development. The parcel was rezoned R-3 and proffered to limit development to "no more than 6 single family detached dwellings," he said; other potential uses listed in the R-3 district (including assisted living, veterinary clinic or nursing home) are not precluded by the proffer but must be pursued through the special-use permit (SUP) process.
Andrews described the determination as an early inquiry from a potential buyer and said any alternative use would need to undergo SUP review by the Planning Commission and final action by Town Council. On timing, staff estimated a realistic shortest timeline to construct a building could be about 1.5 to 2 years if an applicant pursued a SUP and site plan approvals aggressively, while access, traffic and emergency egress would be considered in the SUP conditions.
