Town presents North 21st shared‑use path plan as grant opportunity; public hearing opened

The Percival Town Council opened a public hearing on July 8 on a proposed Phase 2 of the North 21st Street shared‑use path, a conceptual 10‑foot asphalt bicycle and pedestrian connection from the Suzanne Kane Nature Preserve to the W&OD Trail.
"This is phase 2 of a two‑phase project," Jessica Keller, the town’s project manager for the trail effort, told the council and attendees. She said the conceptual drawings were prepared for a VDOT pre‑application submitted in May and that, if VDOT screens the project in and there is adequate public support, the town would submit a full application in August for a September deadline.
Keller said the public hearing was to notify the community about the proposal and collect comments; written comments will be accepted through July 18, 2025 and should be sent to Keller. The hearing was recorded and the town requested speakers state their name and address on the record.
The hearing produced no extended council deliberation; the council invited questions and said staff would consider written input before any application. No formal action was taken during the hearing. The public record remains open through the date specified by the town for additional materials.
