Council debates in-house Well 6F work and a frozen water-plant position

Public works director Jason Didowick described doing the Well 6F water-line project in-house rather than contracting it out, estimating a $300,000 reduction in cost. He said staff have equipment and experience to perform the work and expect to fill a trainee position to maintain operations.
Opponents argued the frozen senior maintenance position — described as Bernie’s role — is essential and that diverting staff to CIP work risks burnout and leaves gaps for emergency response. Council member Wright warned, “When we freeze positions, we basically...we're taking your guys off the street, off their regular jobs, and now ask them to put in a water line,” and said that could mean other maintenance or emergency responses would suffer.
Staff defended the freeze as temporary and part of a planned operational assessment; opponents said the savings are short-term and that several of the $800,000 cuts are one-time or not sustainable in future budgets.
