Council approves interim MOU with Raymond to share TRL library services; South Bend to pay 35%

The council approved a memorandum of understanding between the City of Raymond and the City of South Bend for shared library services provided by Timberland Regional Library (TRL). The MOU is intended as an interim arrangement until South Bend decides whether to rehabilitate the existing library, build a new facility, or pursue another permanent solution.
According to the presentation, monthly operating expenditures under the interim agreement will be shared by population percentage: "35% to the city of South Bend and 65% to the city of Raymond based upon population," the presiding officer said. The council moved and seconded approval and voted in favor.
The MOU will be a stopgap measure while the cities evaluate a longer-term library plan; no additional funding sources or contract language beyond the population-based split were discussed at the meeting.
