Chair Rich Turner said the commission received a field update on a proposed replacement of the culvert on Baptist Road, attended by town staff and regional partners. Project representatives from Friends of the Winooski River and Fish & Wildlife described substantial bank washouts at the site and recommended timed tree removal in the fall to avoid impacts to bat populations. "I thought that it was going to be around $420,000," Michele Braun, executive director of the Friends of the Winooski River, said of the estimate provided with the grant application.
Turner and other commissioners discussed existing local repairs and compared costs — noting some recent culverts in the area were about $300,000 — and previewed possible next steps, including letters of support when project funding approaches the construction phase. Commissioner Horace Duke raised a technical concern about design details, asking planners to ensure wing walls are tall enough to prevent eddy currents from undermining banks at high flows. Commissioners asked to be kept informed of follow-up meetings and timelines as funding and final designs progress.
