Williamstown begins yearlong town-plan update with CVRPC support

The Williamstown Planning Commission on June 11 heard CVRPC Community Development Planner Elaine “Eli” Toohey outline a grant-funded process to update the town's Municipal Plan. Toohey distributed a packet that includes a timeline of phases, a Municipal Plan Review Tool, and notes on recent statutory changes (S4382, S4302) intended to guide the commission's work over the coming year.
"For the most part I tried to put the timeline to where your final plan will be submitted or adopted July of next year as your Plan is expired right now," Toohey told the commission, explaining the Municipal Planning Grant and the expected schedule. Commissioners were advised the technical work will include mapping updates, revisions to required plan elements, and two public outreach meetings in the primary drafting phase.
The plan timeline identifies an initial phase that includes data gathering and public outreach, a second phase for drafting goals and mapping, and a finalization phase leading to Selectboard review and adoption. Rich Turner, the commission chair, said he plans to give Selectboard progress updates at key milestones. The commission also agreed to set periodic check-ins with CVRPC and to hold an in-person meeting in November during the drafting process.
CVRPC left commissioners a copy of the State Planning Manual (Module 1, April 2017) and highlighted changes to municipal plan requirements that staff will ensure are addressed during drafting. The commission directed staff and CVRPC to proceed with the timeline and public outreach steps described in the packet, and set next procedural milestones for drafting and review.
