Shelby County Land Bank says up to 4,000 properties need evaluation for grounds inventory

Jackie Hayes, manager of the Shelby County Land Bank, told the MWBE Goal Setting Committee the Land Bank needs a comprehensive grounds inventory assessment covering what she described as "an excess of properties, up to 4,000 properties".
Hayes said the assessment would determine each parcel’s location, whether it is occupied, whether it is landlocked or has encroachments, and whether grounds crews could maintain it (whether the parcel is "cuttable"). "One of the important features of this item would be if that property is cuttable, meaning if we can send grounds crews out there to maintain the property," Hayes said. She asked the committee to consider approving the project and its associated MWBE goal before procurement proceeded.
Committee members approved a 22% MWBE participation goal for the project and instructed staff to provide the signed approval so the Land Bank can present it to purchasing and begin an RFP process.
