Committee approves 22% MBE-only goal for janitorial services at Shelby County Health Department

The Shelby County MWBE Goal Setting Committee approved a recommended MBE-only goal of 22% for janitorial services at the Health Department building at 1826 Sycamore View.
Staff told the committee the Health Department had not sent a representative but recommended moving forward because the procurement is a straightforward janitorial contract. Chair Shep Wilbon described the project as "a very simple project" and reported staff had identified 87 county-certified janitorial firms in the database, 19 of which are MWBE: "We basically went through our database and came up with 87 firms that do janitorial service, that are certified with Shelby County, of which 19 are MWBE. In fact, all 19 are MBEs. We have no WBEs in our system." The staff recommendation was for a 22% MBE-only goal based on that composition.
Commissioner Avant moved to approve the 22% MBE goal and Administrator James Gloucester seconded the motion. The committee voted in favor and recorded that the janitorial-services project for the health department will carry a 22% MBE-only participation goal. Staff did not provide dollar amounts, a contract term, or the department’s internal approval documents during the meeting and said the department agreed with the goal but was not present to comment directly.
