Committee approves 22% MWBE goal for Shelby County Land Bank grounds inventory after recusal

The Shelby County MWBE Goal Setting Committee voted to set a 22% minority- and women-owned business (MWBE) participation goal for the Land Bank’s proposed grounds inventory assessment.
EOC staff said they identified 98 potential vendors for the project—appraisers, housing consultants, architects, engineers and surveyors—including 14 MBEs and 8 WBEs, leading to a recommended 22% goal. "A total of 98 firms were identified, 14 of those firms were MBEs and 8 of those firms were WBEs which produces a recommended goal of 22%," the EOC representative reported to the committee.
Director Cliff Norville moved to approve the 22% goal; the motion was seconded and carried. Counsel advised that Norville should recuse from the vote because the Land Bank operates under his direction. On the record Norville stated, "I must recuse myself from this vote." Under the county commission rules cited by counsel, one aye from the remaining quorum was sufficient to approve the item, and Administrator Gloster’s vote carried the measure.
Committee staff said the approval will be documented immediately and the Land Bank may present the signed approval to purchasing to begin an RFP process for the inventory assessment.
