Hugh Walker explained ongoing HVAC failures at Fire Stations 2 and 4 and said staff had pursued contractor and architect remedies without success. He described current rental solutions (temporary HVAC units and a 48‑kilowatt generator) and presented rental fees and fuel costs. Walker asked the council to approve a not‑to‑exceed $125,000 BPO to cover rental costs through June and to ratify a previously increased BPO that exceeded the city manager's spending authority ($110,000). "So your consideration tonight... is for the rental cost, which will be a new BPO... for $125,000 that will get us through June of next year," Walker said.
Council discussed design‑build options for a permanent fix and authorized the recommended BPO and ratification. Walker said staff expects to return with a design‑build contract for full replacement in coming months.
