Council to join MPO Complete Streets study, pledges $40,000 and names steering‑committee members

Dr. Jason Barfnick told council the $300,000 study will examine existing conditions and produce goals, cross‑sections, concept sheets, cost estimates and an implementation plan for two corridors: University Drive and South College. "It's a multimodal approach, safety improvements, context sensitivity, community engagement, and then performance metrics," Barfnick said. The study will be funded by four partners contributing $40,000 each, with the MPO covering the remaining cost.
Council later considered and appointed four steering‑committee members to represent community and staff perspectives on the corridor study. After discussion about candidates' redevelopment experience, the council approved Bill Leroux, David Scamardo, Barry Ivins and Lindsay Gendy for the steering committee.
Staff said the study will also evaluate potential crossings and redevelopment activation around Hensel Park and the North of Northgate area; detailed implementation and funding steps will follow once concepts and costs are finalized.
