The Mahnomen City Council declared a public nuisance at 515 SW Railway Street on June 15 following consideration of a garbage complaint and a first notice sent May 29, 2026. The council voted 5-0 to declare the property a public nuisance under the city code.
The meeting record includes the notice language alleging violation of city code, including §92.16 (public nuisances affecting health) and §92.19 (nuisance parking and storage). The packet notice states: “I hereby allege that 5/28/26 you violated: § 92.16 PUBLIC NUISANCES AFFECTING HEALTH.” Council moved to declare the nuisance (motion by Deb McArthur, second by Kelly Phillips) and carried the motion. The notice warns that if the situation is not corrected by the deadline, the city may abate the nuisance and bill the property owner for staff labor and equipment.
City Administrator Taylor Guenther advised the Krulichs and the council on next steps for enforcement and remediation. The council’s action formalizes the first-step enforcement process under the city code.
