Planning staff told the council the City Center small-area plan stems from the city's 2023 general plan and noted the city applied and was awarded a $100,000 WFRC grant earlier in the year. "We were approved for that $100,000 grant," the planner said, and staff requested council approval of a match agreement for the plan. The match is roughly 6–10% (about $10,000) and will be used as the city's contribution to the project.
Staff said they have worked with the WFRC project manager to finalize scope and RFPs and identified a consultant in the agreement packet. Council approved Resolution 25-36 authorizing the mayor to sign the WFRC agreement; Council Member Stewart cast the only 'No' vote recorded on the measure.
