Staff outlines moderate-income housing compliance, ADU research and a small-area plan

Alika, the city planner, briefed the council on the strategic-plan section covering moderate-income housing and small-area planning. Staff reported they submitted required materials and received a compliance letter on Oct. 2; Alika said the city must report on selected strategies through 2028 and is evaluating options including use of city land, community land trusts and an ADU strategy.
On ADUs, Alika noted the current municipal code allows detached accessory dwelling units only on lots of 10,000 square feet or larger: "Right now, our code says that any lot that has 10,000 square feet or more can have that detached ADU," she said. Staff are researching whether reducing required lot sizes to the 6,000'9,000 square-foot range would enable more ADU construction and planning further discussion with the planning commission.
Dixon and staff also described a forthcoming small-area plan (36th to 40th, west of Washington Boulevard) and said they expect to award a consultant contract soon; that plan would create a project area to help leverage redevelopment funds and guide infrastructure investments and land-acquisition decisions.
