Council and staff flag storm-drain work as high-cost priority amid capital reductions

As council members discussed cutting capital spending to improve short-term fund liquidity, public-works staff warned that storm-drain projects represent expensive, high-priority needs that are less deferrable than some sewer projects.

A parks/public-works staff speaker explained the storm-drain system's constraints, noting runoff from a hospital detention basin and an easement that may require upsizing pipes through a golf course — a project he described as potentially very expensive and likely to be done in sections. Staff suggested that while sewer projects are often easier and cheaper to line or repair, storm improvements can require major excavation and upsizing, which should be considered before deciding how far to reduce annual capital allocations.
