Guillermo Garcia, South Ogden’s new code compliance official, told the council the office has opened cases on about 165 properties since he started and has received roughly 135 complaints by phone and about 110 by email. Garcia said approximately 70% of those properties had returned to compliance within the two-week period staff gives residents after an initial notice. "I like to talk to the property owner before sending a letter," Garcia said, describing his workflow and use of an iWork case-management module to track inspections and activities.
Garcia outlined enforcement priorities — fire hazards, overgrown vegetation, blocked sidewalks, accessory structures and inoperable vehicles — and described escalation options including abatement and fines. He gave rough abatement cost ranges ("$200 to $600" for typical weed abatement; junk-removal cases can exceed $2,000) and asked councilors to direct residents to a central complaints email for tracking. Councilors praised early results and encouraged continued outreach and a thank-you note program for residents who remediate violations promptly.
