Council splits over adoption of strategic plan; mayor withdraws motion

Mayor Christopher Bertaux proposed adopting a draft strategic plan—mission, vision, values and four prioritized goals—to allow staff and the Virginia Tech facilitator to build actionable tasks. The mayor said the plan "is an aspirational document" and argued adoption would guide upcoming work.

Several council members objected to adopting it without fuller review. Council member Rayner said parts of the packet differed from what the facilitator produced and raised legal concerns about a goal to "consult town attorney to establish a minimum maintenance requirement for all commercial buildings," calling that "dangerous policy" and urging counsel review before adoption. Council member Stout and others said the process sidelined minority members and asked for a collaborative September workshop.

Council debated multiple proposed prioritizations and page‑numbering confusion in the packet; a friendly amendment to limit the motion to the mayor's and two council members' version was rejected. After extended discussion and requests to table the item, the mayor withdrew the motion and said staff and council would revisit the plan at a future meeting and a working session in September.

The exchange revealed deep distrust among council members over process and raised repeated calls for clearer staff reports and legal vetting before major policy adoptions.
