Purcellville council members and staff focused early discussion on a long-term financial strategy and how outside consultants could expand current analyses to include town properties and enterprise funds. Facilitator Stephanie summarized the options and said the council can instruct consultants to look beyond standard pro forma CIP numbers to examine monetization and revenue streams tied to town assets.
"Davenport in Virginia is the expert in financial management for municipalities, period," the facilitator said, urging the council to scope any expanded work clearly so Davenport (or another consultant) will model specific assets, timelines and price points. Staff noted the town already has multi-year pro formas in the budget document and that utilities have been modeled with Davenport and Stantec, but council members pressed for a broader review that explicitly includes the town's $125,000,000 in assets such as watershed property, Aberdeen and the wastewater plant.
Council direction captured in the session calls for town management and the account manager to work with Davenport or in-house staff to scope analyses covering revenues and expenditures for all funds over a 10-year horizon. Staff cautioned that consultant work can be conservative and must be scoped (timing, cost and deliverables), while some council members said an expanded, in-depth review may be necessary to address fiscal vulnerabilities and plan a meaningful capital improvement program.
