During the meeting’s public comment period, resident Troy Burbank raised two concerns: poor road conditions on Willard’s east side and unattended dogs at the children’s park across from his home.
Burbank told the council that while county roads were getting attention, city streets were not receiving comparable improvements. Mayor Travis Mote responded that the city has a road-improvement plan with a budget "about $400,000 per year," noting that 200 South was completed last year and 600 South is scheduled for the current year. On the park issue, Mayor Mote acknowledged the problem and said the city’s current rules require clean-up of animal waste but do not include a specific prohibition on dogs in the park.
The council did not take immediate formal action during the meeting but placed parking and enforcement on the agenda for future review. Council members also scheduled a site visit (field trip) for May 7, 2025, to see locations of concern firsthand.
