City Manager Jeremy Kimpton opened discussion of a proposed ordinance to address long-term stays at RV resorts and parks, saying he had adapted a tiered system originally designed for hotels to fit local RV facilities. "I had modified Brigham's tiered system ordinance, which was originally geared towards hotels, to fit RV resorts or parks," Kimpton said, and asked the council for feedback before a planning commission public hearing could be scheduled.
Councilmember Rod Mund urged staff to gather input from the police, fire and public works departments to anticipate enforcement and nuisance issues. Mund also raised farm labor housing as a specific concern, suggesting the council consider language that would allow farmers to park trailers for seasonal workers on agricultural property so long as proper hookups and sewage management were provided. Mayor Mote pressed for limits on such an exception, proposing a minimum acreage requirement and documentation of farm labor status. Kimpton agreed to draft language for an agricultural-worker exception and circulate it to the council and planning commission for review prior to scheduling the public hearing.
