During questions, council members pressed staff on installation logistics, base/anchor requirements, power and surge protection, bulb replacement responsibilities and whether the city could request more frequent custom programming. Steve said the supplier will send mounting plates to specification and that the city would be responsible for some installation and on‑site bulb maintenance; annual programming updates are included but deep customizations are limited to once per year.
Council members also raised storage and security concerns for high‑value pieces. Staff declined to disclose storage locations on the public record for security reasons but said the city plans to salvage portions of the old tree for smaller displays and to consider alarm/camera protection for any high‑value deployments.
After discussion, a motion to approve the purchase and maintenance program was moved and seconded and carried on a roll call vote.
