Resident warns of flooding as Goose Creek council approves annexation trade

The Goose Creek City Council opened a public hearing and approved on first reading an ordinance to annex the property identified as TMS 2440104023 on Lindy Creek Road.
During public comment, Jennifer Siren, a Windy Creek Road resident, told the council she has experienced repeated flooding and raw sewage discharges near her home and urged the city not to allow development unless mitigation is guaranteed. "The manhole cover that's on the side of my house that gushes raw sewage. The smell is atrocious. It's gotta be a health hazard," Siren said, asking the council to withhold approval until the city's drainage and sewer issues are addressed. Mayor (S1) said he would share Siren's photos with county and DOT staff and look into the problem.
Anthony Rocco, vice president of land acquisition for Stanley Martin Homes, spoke for the property owner and described a land-exchange approach to preserve more open space. "Essentially, we'll be exchanging 1.25 acre property that is currently zoned conservation to residential, but conserving 3 acres of property," Rocco said, characterizing the arrangement as a net gain for conservation. Council members discussed location details and stormwater-engineering standards that apply to new construction.
After brief council discussion and questions about how many homes could be built on the lot, the council moved to approve the annexation on a voice vote. The ordinance was introduced for first reading; final action will follow the city's ordinance-reading process.
The council's packet identified the annexation as "pursuant to Title 5 Chapter 3" of the state's municipal code and listed the property by TMS number. The mayor said staff will coordinate with county and state transportation officials to follow up on the drainage and sewer concerns raised by Siren.
